My guess is that you have the layer Walls, Main Layer Only selected. Those 3 wall layers are probably the main wall layers.

Not if you started drawing after the Rotate Plan View was used. Did you check to see what Rotate Plan View is set to? Or, select a wall that runs horizontally across the screen, open the dbx, on the General panel, what is the Wall Angle?

Have you used Rotate Plan View? If so, set it back to zero. In this picture I have Rotate Plan View set at 180deg. I selected the polyline and dragged it up the screen, hit tab. Notice how the Y Position is negative value even though I was dragging up the screen. Beware of Rotate Plan View - have a look at the help file on tis topic as it may not do what you think it does.

This may explain a little more. I used the 1800 Bathroom Mirror from the library and changed the mirror material to Mirror and the frame to Color - Burnt so that I could figure out what was going on. I don't know where some of the materials are used. You may have to play around to get the correct component to assign the materials too as they auto arrange in alphabetical order. There are some screwy things going on, but generally this works. -

Yes, this can be done - depending on the circumstances. Do you want this as a window, a panel in a wall, a free standing screen......? -

This is one I did years ago using a molding polyline with a 3D Symbol Molding for the pickets and 2 x rectangular moldings for the top rails. This way, everything is attached to the one polyline - but, of course it is not a Chief railing. There may be better ways to do this now.

Fences and Railings not showing in Materials Library

I think you are going around in circles and confusing the Materials library and the general library. Can you confirm wether you are trying to change the panel type or the material? If you are trying to change the material, you will only see the materials in the Core library - you will not see any fences/railings. -
I would draw and build it like this. That internal corner is going to be hard to finish as you have it shown.

Or..... Select your wall and save your wall definition to the library. Then use Toolbar Customisation to add a Place Library Object on your toolbar. Point the Place Library Object button to your saved wall definition in the library. Now your wall type is available with one click on your Place library Object toolbar button. -
You can achieve vertical wall corners in a perspective full overview by setting the camera's Tilt Angle to zero.

Import old plan into new template with new settings

You can import a lot of defaults with Import Default Settings. Open the old plan in X14 and use Import Default Settings, select a plan from which you want to import the default settings from - probably your X14 template plan? Select the defaults you want to use. Any defaults that aren't included using this method (like Wall Types, Layer Sets, Saved Plan Views, etc) can usually be imported as a seperate operation. Have a look in the Help file for Importing Default Settings for more details. -

I am not sure if this is what you want... If you generate a Perspective or Orthographic Floor Overview, you can use the Up and Down One Floor toolbar buttons to change floors while in the 3D view. The 3D view will display all floors below the current floor, but no floors above the current floor. ie, if you have a 2 storey house with foundation, you can start off by seeing just the foundation (no floors above), Up One Floor will display both the foundation and level 1 (no floors above), Up One Floor will display both foundation, level 1 and level 2 (no roof), Up One Floor will display foundation, level 2, level 2, the attic and roof. Although, from your post, you probably don't want to see the floors below the current one. In which case, you can uncheck Show Lower Floors in the Perspective Floor Overview camera specification dbx (you can also change it in the defaults). Now you can use the Up and Down One Floor buttons to display only one floor at a time in the 3D view without displaying the floors below or above.
