Well half the problem is that you've already placed a wall light, so you're just moving a wall light around and it's only going to attach to things like walls and other random objects, its not going to change back to a recessed just because it was pulled off the wall.

If you go back and grab the light tool again and place it near where you want it, avoiding snaps that change it to a wall light, then you can move it, center it, etc., and it'll still be a recessed light.

 

Also I'm pretty sure this did the same thing in X15, I know I've run into it in the past. but yeah it can be kind of annoying.

Yay, it works again.
