No they pulled that trick that architects usually do when passing on drawings.  It is over scaled by about 5%

Transform and Replicate and call them and tell them they are bad.

Wow is that ever dirty...  In the opposite corner of where the scale is located there is a note:   "Locations and dimensions are approximate."   NOT COOL !!

Thanks guys for the help and thank you Mark for the adjustment.

 

So weird,  they wanted me to be able to import some of the lines into my drawing.  It was probably done by accident.

I opened the file in ACAD, and it's pretty messed up. The lot lines are drawn about 5% larger than labeled, but who can trust lot lines? More telling is the graphical scale, which is drawn 4.8368% longer than labeled. The 30' right-of-way centerline measures 29' 8". So, going by the lot lines and the graphical scale, everything needs to shrink; going by the right-of-way, everything needs to grow. Good luck.
