ALSO, make sure your casing layer is displayed in that camera view. Just click on window and look in your layer panel. I think Chief is treating it like a double wall which affects the wall cutout and casing. At any rate, the window will build normal when you get rid of the railing. Not sure if there is a better work around to get what you want though. Might want to send this in to Chief because it seems wonky to me. Might be waiting until X18 then, although I wouldn't say "all" of the bugs will be worked out but at least the most important ones should be. For me, I am not finding any big problems working in X17 since the last update but I'm not really using the new project management yet either. BTW, it wasn't me that downvoted you, but whatever.
