Terrain in Chief can be frustrating, I've run into the same problem myself. Probably the most important lesson I've learned while working with terrain is to keep it as simple as possible. Without seeing your plan, I'm guessing that you may need to eliminate some elevation lines and make sure that none of your elevation lines are crossing. It would be helpful if you post your plan.

Haha I'm certainly no expert but the best "luck" I've had with this type of problem is using Elevation Lines across the slope at descending levels, and as often as needed to make it smooth.

 

Here's an example. I drew one elevation Line at 1" below the upper level of the terrain, with additional elevation lines added using the Multiple Copy tool:

.... at 6" intervals, and holding the copies to follow the angled wall. Then each line was set with 1" descending elevations, for a total lowering of 50". I'm sure you need something different, but this is how I would approach it - in your case, take the elevation at the top, and at the bottom, and use one Elevation Line for each inch of drop difference. (Example X16 file attached):

To set elevation lines or points in an even ascending or descending grade, simply use the transform/replicate tool and include the z-axis elevations.

It may be helpful to calculate the slope percentage before performing this task.

Awhile back I had made a feature request for an elevation line that would allow different heights at each end and with straight line interpolation along the line.
