I'm not sure, but it may be some sort of background.  Without the specifics of your plan and 3D view it's allmost impossible to tell you what is causing it or how to get rid of it.

 

It would also help to know what hardware (GPU) you are using and if the driver has been updated.

As Joe says it's impossible to troubleshoot without this information.

 

Best guess would be a GPU driver issue though.

The graphics driver is up to date according to Dell. Here are the full system specs:

Looks like you are using the Intel  iGPU ?   it is 10th Gen. , and has a Intel® Iris® Plus, so is supposedly supported by CA X13 ( 9th Gen. and above)
