I agree with Perry

Only way to know if it is the router or modem is to try the modem directly to see if the speed increases

Tis likely one of the two is the culprit

If both register roughly the same speeds, then the problem may be in cabling or directly from the provider

One more thing.  If you're running on a wireless router and other computers in the house are using it, I've found that the speed can be cut SUBSTANTIALLY by the other computers in the house if they're running.  I assume the speed would have to be divided up between all computers.  Not sure if that would show up on the speed test or not, but something to think about.

What is this "modem" you speak of?  It sounds very 1997.  :P

 

Know your bottlenecks and plan accordingly.  My internal net is GB wired and AC (800+mb) WiFi (degrades automagically for b/g/n devices), The perimeter router is 15Mbs dwn/up.  Speed parity is more important to me as I work/store almost all user files to a variety of cloud services.  Less likelihood of file corruption to services not offering batch updates/sync with speed parity.

 

Call a technician.  Pay the big bucks.  Get a grip on your network.
