Multiple Copy: Offset Between Copies when Dragging

I have never, and still today can't figure it out, been able to get the 'Alt' / 'Alternate' behaviour to work in the multiple copies dialog. I wonder if this is because I'm a Mac User? Does anybody else use this alternate offset/copy distance?
Here is the dialog to refresh your memory. Theoretically we can use this Secondary Offset to change the spacing.
But I've never been able to get it to work - either by holding the Alt button or using the right click.
Here's what the Manual says:
Is this something that others are using, and if so how do I unlock it's power?

When I build decks I **** to have the railing posts, (newels), set to the outside of the rim joists and bolted through the rim. Most codes don't allow for notching anymore but with a 4x4 I can bolt the full 4x4 to the outside of the rim and then overhang the decking a bit over the rim and still accomplish the 4" minimum opening between the bottom rail and the decking. I don't see an option to build the railing this way. I know I can do each piece manually but I would think this is not that uncommon of a building technique and there must be a setting for it. Seems like no matter what I do, deck railing posts are always sitting on top of the deck and defining the "wall". Essentially I am looking to create the deck perimeter at the correct size and then create the railing 3.5" total thickness, to the outside of the rim with 1" thick fascia boards then applied to the rim between the posts and the decking would then overhang the fascia boards by about a half inch.

Taking the advice I learned on this site...I created a deck railing wall definition which adds a layer to the inside of the deck rail using "opening no material". This "trick" does offset the deck rail...moving the entire rail, posts and rail together toward the inside of the deck so that the newels don't right on the edge of the deck. It just looks more realistic.
However...this also increases the overall wall width...and "sometimes" I end up with a wall line on the inside. I don't want this wall line to appear....and on some plans it doesn't. Is there a way to turn off the wall lines? I thought it might be a layer setting...but, after some trial and error...I don't think it is.
Any help and/or better ideas would be appreciated.
