You should study the Knowledge Base and available Videos to learn the basics. As far as I know there is no way to edit default settings specific to Base boards. My experience has been you draw a room, open its DBX (dialogue box) and select these types items, which then opens a file of the basic CA trim available.  You can import (bonus) catalogues of various materials such as base boards / moldings etc. and select and add one or many that you choose.  You can also use 3D molding polylines and create and save your own to the library file under user catalog. Read the knowledge base to see how to create new materials, customize existing library materials, importing items from available sites that have what you're looking for. A couple of examples are: https://www.chiefarchitect.com/support/article/KB-00767/creating-a-new-material.html

Study and practice are your best friends!

You can set the default moldings (base board, chair rail and crown) on a floor by floor basis in the defaults.
