There is really no "break dimension" command.

But you can delete a dimension from a dimension string, which will effectively break the dimension, but you will loose the one dimension from the dimension string.

To delete the one dimension from a string, draw over it with s dimension line.

When you say "draw over it" do you mean drag the handles to change the string to what you want?

You can't really break a dimension line into two completely separate dimension lines.  You can add, remove, or move extension lines to change what the dimension line is measuring though.  You can also copy a dimension line and modify each one to give you two dimension lines.

Not true,  follow what Jim said,  you can break a dimension line into two separate dimensions.
