I don't think the amount of driveways is the issue. I can do 3 driveways on a terrain, and it cuts the curb just fine in all three driveways. Be sure you're using the driveway tool, not a driveway polyline. I'm in X12 though. It might be different in your version.

If it is a road, then yes it should. 

 

And I just checked, polylines roads will cut the curb at driveways.

But they don't merge well with intersecting roads.
