I can do 3 driveways on a terrain, and it cuts the curb just fine in all three driveways. Be sure you're using the driveway tool, not a driveway polyline. I'm in X12 though. But they don't merge well with intersecting roads. The road with the red arrows is a polyline road that includes parking for a building not shown.
