How do I get this closed riser/open below look?

In CA, there is no way to specify the riser thickness so I don't think there will be any tricks available. If it were my project, I'd model the stairs as close as possible (probably means you get treads only), and then I'd add a molding polyline (drawn in section view) to finish them off.

This may be close enough, make your treads with 0 overhang and about 16" thick, open risers and open underneath.

Honestly, I would simply draw those as a CAD box and when I had the shape right I would make a solid and give it the depth/width it needs. These are not typical stairs, so just like in the field where they won't likely be built with regular stringers, you will need to use all the tools and think it over a bit.
