Adding MEP to plumbing Fixtures

Is there a way to add water lines and drains to plumbing fixtures, on their own layer. (Like "CAD under slab")

I want to add these so that when i do MEP I can just turn that layer on and be able to dimension them for plumber.

I might be missing the question's intent but why can' you just "add water lines and drains to plumbing fixtures, on their own layer."? Or even a reference layer if needed?

The point of my question is how to add them to chief symbols....I have no unblock and re-block ability that i see for a standard OOB symbol.

You could redefine the symbol's 2D CAD block, but you can't control the display layer of individual elements of the CAD block, so I don't think you can do what exactly what you want. Larry's suggestion to use a Reference layerset is probably the way to go.

You might consider using an architectural block made up of multiple objects.  For your MEP symbols  you could use molding polylines with no moldings assigned to them.
