In my opinion, Chief is the wrong software for this project. Use SketchUp and save yourself time and hair.

Use the EDIT LAYOUT tool and delete the lines you don't want.

everytime you make new Annotation Set you have to make new set of the CAllouts, Text Size, Richtext and Dimension.
Or you make them once and save them to your template.

Downspouts are in the library, all line weight, size and color controlled via layer/anno sets.

The program already works the way you describe. If you want your text on the CAD, ELECTRICAL layer, then set it up that way.
As for the "stimulating conversation" remark. You either want our help or you don't. We are trying to tell you that the program will work the way you want it to, you just aren't listening, or can't be bothered with setting up a template for yourself to make it work that way.

Ummm...no disrespect, but no. Text is text. I think you can change your annos to work for the way you work, but a blanket statement like that is simply not the way CAD works.
Personally, I have my template set up to think like I think. When I switch from PLAN VIEW to FRAMING VIEW all of my text, callouts, misc lines, dimensions, etc..switch with me. One click and done. When I go from FRAMING to ELECTRICAL, one click and done. Nothing complicated about that.

Are they 2D or 3D AutoCAD files?
2D...maybe feasable
3D...wouldn't even try (personally)

Free version. And it works just like your USB drive without the lag and hassle of removing it and taking the chance of misplacing it.

I am most likely off. I try to use that feature as little as possible. I do remember having issues in some older versions selecting certain lines. I just tried one and seems to work better than I remember.

You can't select pattern lines, or CAD lines created while in the camera mode, unless that has changed. And generally, you can't select CROSS SECTION lines without unlocking the layer.

You need to have the terrain built in order for the footings to generate.

I don't have Chief installed on a cloud, but I work from dropbox. All my project files are located in dropbox, and the archive files on my machine. My Chief files are wherever I am.

They are moving around because one or both ends of the arrow is "attached" to the view window you are re-sizing.

I use the post & beam tools as a part of the deck rails and simply add the screen material to the elevation view. My concern is mostly ConDocs though, so weather or not it will render isnt something I'm concerned with. I also add a detail as needed.
