Accessory Structure Question

Does an Accessory Structure such as an Equipment Storage Building have to be provided with electricity?

Commercial?

I'll bet emergency lighting may be required.

There are no residential requirements that I know of.  And even if there are, I've never seen or heard of anything being enforced in this regard.  Almost every single house I know of has an accessory/storage building (sheds, greenhouses, etc.) with no power at all.

My client is wanting a 2 story 20'x26' (split level access from upper and lower pads).  I'm planning on a 100 amp 220v panel with main disconnect.  Ultimately the lower level will be for equipment storage and the upper level will be a workshop.

The only thing I can find in my Illustrated NEC is that IF you have a receptacle in accessory/detached buildings, it must be GFCI protected.
