Misaligned cad lines on elevations in layout.

I am having trouble with misaligned cad lines on elevations in layout and pdf views. I'm creating an elevation then adding cad details. Everything looks good on the elevation then I send it to a layout, "Live View, Update on Demand". When I look at the elevation in layout view all the cad lines are shifted horizontally a few inches one way or the other. If I print to a Chief Architect pdf, the lines shift again. Cad lines may be shifted 3 inches to the right in the layout then shifted 3 inches to the left on the Chief pdf. The lines always shift horizontally never vertically.

Using plot lines creates more problems than it solves. Siding is bleeding thru corner boards. Areas show up that I've covered over with solid filled cad boxes etc... Is there any way to solve the problem while still using the, "Live View, Update on Demand"?

The plan below was done in x16 but I'm experiencing the same problem in x17 on other projects. In the pictures below look at the dotted lines that represent the foundation wall below grade. In all cases this dotted line should be offset 2" from the face of the veneer stone. Looks great in the elevation before I sent it to layout but shifts around looking at it in layout view and Chief pdf's of the layout view. I also attached a pdf copy of the entire plan page. The dotted foundation wall lines jump around depending on which building corner you're looking at.

Are you using the show walls below grade in elevation view as dashed? Not at my computer currently. 

I would also check foundation wall alignment. Maybe off  a little bit,  look for the align with above wall sub tool bar when wall selected. If it's not greyed out it's out of alignment.

No, the dashed lines are not walls at all. They are just cad lines I've drawn on top of the elevation. All cad lines and text items that I add to the elevation move around when I send it to layout and again when I print to pdf. You can see it in the window tags too. The widow tags are just text boxes. Look at window "001" in the 3 attachments. The 1st attached image is the Chief pdf of the layout page, and the window tag is shifted to the right. The second image is of the layout page and the window tag is shifted to the left. The 3rd image is the elevation before it is sent to a layout and the tag is centered in the window as I drew it.
