One way I know to get the panel to be outside the posts would be to offset the posts horizontally so they miss the panel but not sure if that is what you did. I usually find out it has to do with wall alignment, invisible walls or just how walls are structured. I think the approach I'd take here instead is to still use the Pony Wall, set the Upper and Lower Wall Type to be "Stucco-4, Exist, Both Sides", and then paint the panel of your railing panel with the glass material. The Wall Cap seems to be a bit odd, which I haven't looked into, but it might be easier at this point to remove the Wall Cap from the Wall Specification and manually draw one in using the Molding Line tool. The roof somehow got off from one side to the other and it was generating an attic wall along this line and was affecting the corner of the railing wall.
