Saving a layout as a default layout

I've watched the training videos and its suppose to as me if I want to save as a default Template when I save which it didn't. I saved the file as Master layout in the templates folder in CA 16 however when I go to file open new layout a standard layout opens

to save as a template, click save as template

 

to start from a template, click new layout from template and then select the same file that you saved the layout template as

From help (F1 key)  while in preferences...
