Two story with differing ceiling height

I’m trying to understand the correct way to setup a two story plan that has an attached garage under a portion of the second story but has a different elevation from the rest of the structure. 

 

The house sits at 3’ above elevation and the garage sits at 0’. I would like for the ceiling and roof of the garage to sit lower than the standard height of the first floor, but keep the second story floor that is over the garage consistent with the rest of the house. 

 

Any thoughts on this? The only thing I have come across so far is to either increase the floor height of the second story above the garage or to add a second layer to the floor. 

 

Anyone have any recommendations for this?

You can draw invisible walls in the garage that align with the 2nd floor exterior walls. This will allow you to have varying ceiling heights in the garage. The portion of the garage under the 2nd floor will maintain the default ceiling height (ceiling elevation equals underside of floor joists) while the portion of the garage with a roof over it can have it's ceiling height lowered.
