Is there a way to align two selections on two different layers to the same common point keeping the scale though?

I have two survey's that are to scale want to align on a common point is there a way to do this easily or precisely. Trying to drag and drop but it's a bit tedious since I have to show the layer and then hide the layer move the one then show the layer again. I'm sure there is a better way.

Tons of different methods, simple one, place a cad line, then use the point to point move tool on both Surveys and snap to that CAD line

Or use a temporary marker but same concept.
