Tile Pattern

I am struggling to get this pattern to vertically align. I have the horizontal aligned how I need it. You might be able to see in the pasted image below, that I need the blue arrow to slip up into the blue channels in the pattern, but so far haven't been able to get it to fit together correctly. Anyone able to tell what I doing wrong here?

You can't have one part of an irregularly shaped pattern slip into another part. You have to draw it in a way that the rectangular pattern creates the illusion of breaking out of the edges. I think this would solve your problem:
