drawing a dimension close to another deletes the dimension and does not create the dimension

if i move the dimension far enough away it does not delete the original one, but I'm thinking this behaviour is a bug. sorry audio is NFG today

Not a bug.  Its intended behavior and been that way as far back as I can remember.  From the current Help Files:

 

To delete a portion of a dimension line

1. Select any Dimension Tool aside from Angular or Auto Exterior Dimensions.
2. Manually draw a dimension line over the segment that you wish to remove, dragging from extension line to extension line.
