I very seldomly use 2 dimension formats but am doing so on a clients project that wants to see inches below '-" in both formats. When a dimension is under 1ft it will show inches above and below. Unless I am missing something there is no way to suppress one of these dimensions...? I tried doing it with suppressing the dimension and adding it into a leading or trailing text which does work (although it does not follow the stacked fraction settings), this requires manual input and is not worth the effort and is opening up opportunity to error. When the minimum distance is reached, say show any dimension less than 24" in inches only then, in your case, both the primary and secondary dimensions are the same. If both formats are the same, then show only one format. That may be a bit tricky for the bit magicians, but, it could be programmed. I think you should make the suggestion.
