Shutters hidden by pony wall

Architecturally, shutters don't belong on those windows, so take the easy and most correct way and just remove them.

Thanks, I spoke to the architect. He said,"Yeah, but the customer wants shutters anyways." 
So given that I need to find a way to bring shutters and arch to the forefront.
My only ideas..
1. Make shutters a symbol and import into plan and place in x,y,z (PIA, given I need to do it six times)
2. 
Make shutters a symbol and check Insert Into Wall.
Are there other possibilities, no matter how time intensive?

What I would like to know is how are you ever going to build it with the lower pony wall protruding out in front of the upper pony wall. :blink:

I modeled in and imported it but Solver found another way.
