Send to Layout Form

When sending elevations to layout, I often must change the scaling from the default of 1/4 to 1/2. I know the scaling default can be changed, but I can't find out how to do it.

That's not a default.  Its based on your Print>Drawing Sheet Setup>Drawing Scale for the current view.

If you need to have both 1/4 and 1/2 scales available for the elevations, I change the scale when sending to layout (your capture above) and check Use Layout Line Scaling.  You can do it after the fact in the layout by selecting the view port, go to the pop up edit menu and pick the little scale.  A dialog will open to change the scale.
