In the DBX for your polyline, go to the 'Fill Style' tab and for the Pattern, select 'Solid'. Then, in 'Pattern Appearance', select the color of your choice.

Might be an object Draw Order issue.  Select the object and change the draw order to bring it forward, i.e. in front of the other objects.
