Stop walls from ballon framing when I have one room ceiling height at 9'1-1/2" and an opposite room 12'

Hi

 

How do I keep the the wall heights at 9'1-1/8" in the great room so I can put ceiling joist on the lower wall and build a knee wal above to get to the great room height of approx 12'

Is this the problem? You want the joist on the lower ceiling to sit directly on top of the wall?

One idea...build a 2nd floor. You'll have to adjust the framing...and make the great room open below.
