That sounds really bad but could most likely be cleared by saving your work and closing Chief or rebooting your computer.  Regardless it should be reported to tech support even if it is not reproducible.

 

In the future you will get better "help" by posting in the Q&A forum with an appropriate title like maybe " Frozen Active Layer Display Options" .  Also if you fill out your signature we will know what software you are using and your basic computer spec's.
