Varied Stile & Rails on Cabinets

There are quite a few times that I need to make the bottom or top rail on a cabinet door larger.  Is there a way to do this without having to rebuild as a custom cabinet door?

I don't think so.  But you should be able to use or create a new Cabinet Door Symbol from one in the Library and adjusting the "Stretch Planes".

No way to do this without creating a modified door symbol.  Good thing is that once you do it once, simply add that door to your library and you have it available for next time you need it.
