change ceiling height on 1st floor without changing floor height on room above

I simply can't figure out how to do this. I need to change the ceiling height of a room on the first floor without changing the floor height of the room above. What's the best way to do this?

Edit the Room's Ceiling Finish to provide an Air Gap and Framing.
