Floor Height Lower Than Exterior Wall Height

I want to build the exterior walls to be 10' above the sub-floor, but I want the second floor joists to be 8' above the sub floor.  The 2nd floor joists will be hung off of the exterior walls.  There used to be a check box for "lowered ceiling", which since the late1990's is  something I never used, but when I looked for it today I can't find it.  I am not even sure if that was what "lowered ceiling" really meant, but at any rate how do I keep the walls at 10' and the floor 8'?
