I was wondering can I download all of the 3D library content to an external hard drive. Can I pull from there or do I have to drop in a Chief library file? It's been years since I've done this. If you allowed a "Migration" on upgrading to X14 it will bring over your Old Libraries , toolbars etc but you can run the Library Update and anything you already have installed should be updated to the latest x14 Version. And yes you can download ALL the Libraries' , 400+ now to your External USB Drive, but they do still need to be Installed into Chief. This will save Room on your Computer's Hard-Drive (SSD) storage space .. not the Ram. These Days Chief's Library is pretty efficient and there is no need to install only those Libraries you really need to keep it speedy , you can install as many as needed.
