OK, I figured it out:
Turns out I needed to update the Angle / Quadrant Bearing setting for each floor level. Once I did that the angle bearings showed correctly.
The CAD Defaults setting is unique to each level.
Learned something new today.

I gave this a whirl. First time building a custom garage door for me. Others might have an easier method.
I built custom door panels out of 3D solids in elevation. Basically 2 panel types -- 1 for lower panel and 1 for the 3 upper panels with glass. I then created separate Millwork symbols for each of the panel types. I then assembled (stacked) the millwork panel symbols in elevation to create my new door assembly. I then created a new door symbol out of these 4 millwork panels.
You could probably skip creating separate millwork symbols for each panel types, but the thinking was if they were their own symbol they could more easily be rearranged if the door panel layout changed.
This took maybe 10 minutes.

Does your main layer have framing option turned off? I did an experiment where I made a copy of an exterior stud wall and then turned off the framing feature. That killed the framing option for the particular wall type as there's nothing to frame:

Is your Bumping / Pushing turned off (F11)? Look under Snap Settings.

It appears the issue is related to changing the dimension text’s position to be above the line in the defaults, then making manual changes to the dimension.

My first guess is make a copy of your wall type and then apply the wall siding extension to that new wall type. Use the new wall type only where you want this condition.

I changed the offending wall to have a brick pony wall below and then manipulated the pony wall heights in 3D elevation. Here's the result below. Give it a try.

Might be an object Draw Order issue. Select the object and change the draw order to bring it forward, i.e. in front of the other objects.

I was able to do this. I just modified the Material Transparency Property. In this case, my deck boards were Redwood. Is this what you needed?

Possibly this setting? The setting highlights dimension text that has been "messed with."

There is a setting in the Appearance Panel that forces gray scale items to either black or white.
Go to Preferences / Appearance Panel / Display and switch on Grayscale as oppposed to Black and White. Read up on the help description for item #4.
That's my best guess.

I believe it's caused by this setting under Preferences / Appearance. If you set it to "0" then text will not adjust when you scroll in or out.

OK, if I understand correctly, there is no override and it's up to the user to manage with drawing order. Bummer.
Maybe a future feature Chief would consider?
