Open up the dialog box for the stairs, lock the top height and adjust the bottom height to suit.

Sorry to hear that you're having such trouble with the software
When you say the wall measurements change, are you referring to the locations of the walls or the width of the walls? -
Are you referring to the Closet Shelf w/ Rod? If so:
Interiors > Furniture > Storage Furniture > Shelving > Wall Shelves > Closet Shelf w/ Rod
Or just search "Closet" and it should be the third from the top. -
When you say that your system is crashing when your CPU reaches 100%, to me this sounds like it could possibly be your CPU overheating.
Have you checked your CPU temps while raytracing?

I had this issue the other day when dealing with furred walls. The only solution I was able to come up with just to play with the stemwall heights in the Room Specification DBX.
Also, it looks as though some of your footings aren't lining up. You can adjust this in the foundation tab in the the same DBX. -

Did you have official training on this software or are you self taught? I am trying to expand my knowledge and the chief arch videos are the best for me in terms of learning the program.
I'm self-taught. Much like yourself, I found that the videos that Chief Architect has online, as well as the knowledgeable people in this forum is more than enough help.
You're clearly utilizing both options so you're on the right path. Keep it up

I ended up changing your railing to a half-height wall and using polyline solids to cover up the areas that were displaying concrete.
I also made a room molding polyline in the raised area so that I could control where the molding was going/displaying (unfortunately I didn't have your baseboard profile in my library so you'll have to change it back).

You can always try zipping the file, or uploading it to a cloud drive (Dropbox, Google Drive etc) and pasting the download link.

Could you post the plan file so I can take a look?
-
I'd suggest using AVG instead.

I used Softplan for about a year before losing my USB security lock. Rather than spend $1,000 on replacing it, I decided to try Chief Architect instead.
Much like Johnny, I didn't like Softplan at all as I found it extremely clunky, unrefined and just very limited. It actually only took maybe 10 minutes of using Chief to regret ever purchasing Softplan.
Also, Chief has better support, and a better online community.

Your system should be fine. I'm assuming you're probably running windows 7/10?
If you haven't done so already, I'd make sure your OS and all system drivers are up to date and then try running CA again -
I've only encountered one bug, and it was due to a video card driver issue.
I'd be willing to go out on a limb and say that any issues you're experiencing probably aren't related to the software, but rather your system.
That being said, what are your system specs? -
You need to change the rail style to panels, then under the newels and balusters tab, change the panel type to "cable".

No worries at all

Just dragging the walls did not seem to work for me as the retaining wall below wanted to move with them.
Using temporary dimensions did work.
Sorry, I forgot to mention that I moved the railings by holding CTRL and then used the "connect walls" command to rejoin them. -

There's something going on in your "rooms" layer that is causing the issue. Turning off that layer will remove the error entirely, however you'll lose your room hatching.
-
This is happening because your stairs and your landing have a white fill.
Double-click on your landing, select the fill tab, change it to "none".

I'd most definitely go with build #2.
