Creating a second Plot Plan in the same project

I need to create two independent plot plans.  I can duplicate the Plot Plan View, but any changes I make in the new Plot Plan View 2 affect all the other views.  Is there a way to unlink from other plan views?

They are probably using the same layer set.  If each plot plan view is using a different layer set, then you can make changes to one without affecting the other.
