"Cleaning up" User Library

With winter coming around I've been getting ready to go through and rework / organized my user library and cad details.

I'm trying to streamline things, reduce clutter and group as much together as i can with the management system, folders and tags. 

 

With this I've been cleaning up the excess, then applying keywords and tags to the items left after the cleanup. 

I was hoping to make this a little easier by applying a search filter that will only show the "un-tagged" items or items without tags etc.

I've looked through the library custom filters for a while now and cant seem to find anything that would work. 

 

Am I missing something obvious here in the filters for "has keyword" or "has tag" sorta behavior?

Does anyone have any suggestions on a "clean up" workflow /  alternative?

select all library items, then apply an "untagged" tag, now select all tagged items and remove the untagged tag, then click on the untagged tag again and those will be the items that need to be tagged
