Floor "covering" at floor edge below railing

Alright, I have another odd one here.  I have 2 versions of this model that are behaving completely different. 

 

One version is not showing any floor edge covering (which is what I want) and the other is showing a floor edge covering (it's the black colored block) I've been told by folks on here to remove the wall edge layer because in the past I've had issues with the finish layer extending down and covering the floor edge.  However in this case, it appears to be the wall core that is covering the floor edge. 

 

I've checked all of the settings for the railing wall type, the floor properties for the "open to below" room, and the balcony room and I'm not finding what settings are different here.  One version is not showing any floor edge covering and the other is (it's the black colored block) I've been told by folks on here to remove the wall edge layer
