Creating a larger bounding box than the fixture

I have an ADA sink and toilet that needs to be 18" to center from a wall or other fixture. Usually up against a wall. This is code for commercial applications. Tired of using cad, drawing a line to measure out 18" to center for 30 toilets or sinks.  How can I set the bounding box around the fixture to not allow anything within a specified distance to touch this fixture? See the attached as to what I am talking about.

Eric's answer in the other thread only works if you are using X15.

 

In X14, you need to use the "open symbol" and go to the "sizing" page and then type in the width you want.
