Two materials on the terrain perimeter

I'm trying to place a section of gravel on a grass terrain perimeter. I've tried a material region, but I can't place it lower than the adjacent floor height. How can I show these two materials on the terrain?

Sounds like you need to jump into your Terrain Configuration toolbar and choose a tool there that fits the situation you are trying to create such as a driveway or some other terrain feature.
