Running "File > Back Up and Restore > Back Up Managed Resources..." on the old computer will create a backup with all resources (Projects, asserts, libraries, preferences, toolbars, settings, etc.) on your old computer. If you move the resulting .zip file to your new computer and use "File > Back Up and Restore > Restore from Backup...", all resources will be restored to Chief on the new computer.
