Any suggestions on sources for freelance assistance with Chief Architect? I tried elance but the two individuals turned out to be flakes. Should I switch to Autocad-Architecture?

I am planning on a major modification of the exterior entry way and hardscaping and decking at my house and have an "as built" drawing that I need to have modified to show elevations and then be added with layers for the electrical, irrigation, retaining walls and footings etc. for this project.
