When Auto Refresh is on the dimensions update constantly. BUT this will not affect any manually added dimensions.... So if you use the Auto Dimension tool that will add static dimensions and not Auto Refresh if that makes sense. What are you trying to accomplish with this comment "How do I turn off the layer?"
