Importing - what determines the starting folder location?

I have been importing multiple JPEGs into a layout over course of a recent project. After clicking import bmp, jpeg, png, it brings me to a specific unrelated folder location on my PC. So I have to repeatedly navigate to my intended folder. There is an image that was previous exported to this folder but that export was not done in this session or even recently. Also, the beginning folder is unrelated to "print to pdf" save locations. 

What determines the starting folder location when importing jpegs? Can it be altered?

 

Interestingly, importing other items such as PDF and Metafile brings to same beginning folder. But a DWG DXF opens a different location. (User/Documents)

(Using Project management if that matters)

Update: The beginning folder is tied to the last location an item was imported into a PLAN not layout.  And that occurs within the same project or a different project.
