Jere,
The Dormer needs to fit within the roof plane or it won't place.
Go to the Default Settings> Dormer and lower the wall height to 48" and it will place.

Thanks, that worked.
My thinking was once it's imported, it is already in plan.

OK here is what worked.
Change the layer "Walls, Foundation" to a dash style. Uncheck "Use Edge Line Defaults".
