Message: The stairs do not reach the floor above.

I have this staircase that has a landing that sits outside. So I drew the room and then used a room divider to create to seperate spaces but when I draw my stairs I get this message "The stairs do not reach the floor above." Do I need to make the space it's on floor? Has anyone done anything like this? Thank you for your help!
