issues importing cad

Using x17. tried importing this cad file of a survey into a brand new file, all onto one layer, nothing crazy. when i open the cad with illustrator, it all appears. it worked when i tried "import terrain data," but as a giant cad block, when i really want to be able to import it as polylines cuz it doesn't save me time if i have to trace all the contour lines. any ideas? what am i missing? ill attach our template file and the cad file
