Seeking Chief "Guide" - Need Help Producing Plans for Pre-Engineering & Permitting

I work for a design-build contractor where I have been preparing preliminary construction plans and renderings for clients. I am now moving on to preparing plans for pre-engineering and permitting, however, my coworker is far too busy to help guide me through this process. I am reaching out to the general Chief Architect community in order to find a coach-like relationship who can help teach me how to fulfill this process.
