Trying to add numbering for items using Rich Text. Only the first number shows bold and larger font size.

I'm trying to add some comments to my layout page and would like the ability to have each line item numbered. When I access PARAGRAPH OPTIONS, BULLETS and select NUMBERS,  It bolds and enlarges just the number 1. Obviously there is a setting I'm missing?
