Camera Views Maxing RAM Usage & Hanging/Freezing, Windows 10

Hello and thank you for any help you can provide me:

 

In the last week or so of Premier X12 usage, I have had a big problem opening new Camera view tabs. Opening a new elevation window or any other camera view, causes the program to hang for a good 20 to 30 seconds, while simultaneously, my motherboard RAM usage gradually increases to 100%. Then, the image I want to view works as expected. 

 

My machine has the latest Windows 10 updates and my GPU is a GTX 1080 Ti.  The CPU is Ryzen 5. 

For over a year I have not had this issue. 

The GPU memory utilization does not surpass 3.2 GB out of 11 GB available. 

I have not noticed this issue in other programs or any games. 

Updates have been performed where possible. 

You can see in the images the RAM usage climbing steadily then dropping off.
