Still don't know the root cause of this issues but randomly texting options I clicked on 'floor structure': and checked the default check box. This fixed the issue. I can now uncheck the box and the floor system continues to match the rest of the floor.

The floor and foundation walls under one room in this plan have autogenerated joist padding and aren't following the sill plate rules set for the foundation wall. I've looked through all the wall and room setting but I'm not finding the difference. Please advise! Thanks!
